Inter-coat adhesion failure is  time consuming and expensive to fix.  In short, inter-coat adhesion failure is caused by two paint products not bonding.

Most of you have probably heard that you cannot apply latex paint over oil without the proper prep. But this same rule applies if your using water based paint directly on oil based paint without sanding and/or the correct primer. Bottom line: your paint will start peeling and blistering almost immediately. Same thing goes if you attempt to apply a low sheen paint over a glossy paint without sanding, it will peel. As you can see, it can get pretty complicated if you don’t know what your doing.
